For Freelancers:
Always fill in your profile so that it is complete.  Write a summary and don't leave any skill unmentioned
Ask a previous employer to hire you on a short term contact, just so you can get a review from them. (many people won't hire people without reviews)
When replying to request, make sure you customise it and answer all the questions asked

For hiring a freelancer:
Use all the options to modify the search to get exactly what you want.  There are 1000's of people who will meet your criteria.
Don't be afraid to ask for a lower rate, if it's a longer contract.  then give bonus's if they do well.
Ask them to answer a question in your job post.  If they don't answer it, decline the interview
Set up the job opening as invite only.  And spend the time to find the candidates you want
Only give 1 small assignment to start with, to several people - then pick based on performance
